Internet nodes and new IP addresses are being established in the cities of Arkhangelsk, Kostomuksha, Murmansk, and Pskov in the Northwest Region of Russia in order that local media organizations, educational institutions, and non-profit organizations become better integrated environmentally into the transboundary area of the Baltic states, Finland, and Russia, and the world. The network will offer the first non-commercial Internet connection for media, educational, and non-profit organizations in the region.

The information resource network will fill a serious need for an improved level of communication for the region. The Northwest Region faces many economic, environmental, and social problems which threaten not only Russia, but also neighboring states and the world. The establishment of an Internet information clearinghouse and resource network in the region will aid significantly in increasing non-government regional and international cooperation in the resolution of these problems.

The BALLERINA (BALtic Sea Region On-line Environmental Information Resources for INternet Access) Initiative seeks to provide an Internet gateway for environmental information on the Baltic Sea Region by coordinating links to a series of World Wide Web pages on this topic. BALLERINA is being developed as a cooperative partnership effort among institutions and organisations that produce and disseminate environmental informaion about the Baltic Sea and its drainage area. The network aims to be a significant source of information for environmental decision-makers at all levels.
